The HDB Staging Ground Project
DINERSPAY is the appointed collection agent to manage the fees on behalf of the Housing Development Board (HDB)
for the HDB Staging Ground project.
Under this project, Staging Ground Users are required to apply for the disposal of approved materials at the staging sites located in Aviation Park and at Tanah Merah. A disposal fee will then be charged to the Staging Ground User, depending on the type and weight of materials disposed of. As these loads can be in huge quantities, Staging Ground Users must have a Banker/Insurance Guarantee (BG/IG) by an approved financial institution and receive Conditional Approval before they can commence with the disposal at the Staging ground.

Access into the disposal sites is jointly controlled by DINERSPAY and the Staging Ground operators. This access can be suspended if usage of the disposal sites exceeds the amount guaranteed and/or if there is non-payment beyond 45days.
As the collection agent, DINERSPAY will monitor this usage daily and manage the payments for HDB to ensure strict compliance. With the help and co-ordination of Staging Ground users, DINERSPAY will strive towards a smooth and undisrupted operational flow at the Staging Grounds.
